2009 Budget Plan
A Letter from Special Olympics Connecticut
President Beau Doherty
The SOCT Board of Directors carefully reviewed our 2009 budget in light of the current
economic climate in our state and nation. Given the difficulties in the economy, this was a very challenging, but important review.
The starting point for the Board review was confirmation of our two priorities. First, our
top priority is to continue to meet the critical needs of our athletes. While the Board
was very conscious of our need to manage program costs, our main goal is to assure that SOCT continue to meet the core needs of our athletes. Second, the Board reminded us that we need our staff to meet these needs. While we will have to find ways to manage the costs of our human resources, we are committed to providing the staffing and the support that enables us to support our athletes and their programs.
In this context, SOCT has adopted a budget for 2009 that is based on the contributions and revenue we expect during 2009. Since our economy has so much uncertainty, we will need to monitor our finances throughout the year and be flexible. However, we have adopted a budget that includes changes described below.
What does this mean for the SOCT family?
Strategic cuts to all budgets in the areas of Opening Ceremonies, Olympic Town, Dances, Housing, Facilities, Equipment, Transportation, and Coaches Handbooks
have been made.
Specifically, cuts were made in the following events:
Winter Games
o Reduce snowmaking capacity for Cross Country Skiing and Snowshoes due to the price of fuel to run the generators and snow guns.
Qualifiers, Time Trials, and Divisioning Tournaments
o No lunches provided; teams will be asked to bring a lunch; schedules will be set
before or after lunch as much as possible.
Summer Games
Many cuts across the entire event such as:
o Less expensive entertainment at Opening Ceremonies.
o Buses will run only at certain hours of the day.
o Supplementary items for meals.
Coaches Meetings and Coaches Trainings
o No refreshments provided.
Fall Sports Festival and Fall Sports Festival Sailing
o No housing provided; no dinner or dance on Saturday evening.
o No busing provided.
Holiday Sports Classic
o Limited amount of housing at just one hotel (not 3); athletes living furthest away from the games will have first priority to stay; limited number in attendance for dinner and dance
o No busing provided
National Games
o Reduction in quota request for Team Connecticut including fewer sports to be
represented.
Annual Report
o Printing reduced from 10,000 to 5,000. It will be available on our website for
those who do not receive a hard copy.
Funding for Regional Law Enforcement International Law Enforcement Conference
o Funding for Regional Law Enforcement participants to the 2009 International
Conference has been reduced in all regions.
Regions
o Northwest Regional Games costs were reduced by $5,000.Hoping for In Kind donations for program book and golf carts. Northwest Regions has eliminated a 40th Anniversary appreciation reception.
o Southwest Region will reduce costs in many areas including the Aquatics Invitational
with less t-shirt orders as well as banners, merchandise, facility rental, and meals.
o Eastern Region is cutting costs in the area of event supplies, programs, equipment,
Opening Ceremonies and renegotiated facility rental costs. Also reduced the two
Regional Games budgets (Hartford & Stonington) by $6,000.
Please keep in mind if 2009 donations meet or exceed projections some items could possibly be added back into the budget with approval from the SOCT Board of Directors.

2009 Hall of Fame
“Special Olympics Connecticut Celebrates 40 Years”
Mark your calendars – The 2009 Hall of Fame is being held on Thursday, March 19th at the Aqua Turf Country Club in Plantsville and we will be celebrating 40 years of “Changing Attitudes. Changing Lives.” You won’t want to miss this spectacular event where athletes, volunteers, and sponsors are recognized for their many years of dedication!
Nominations are due December 12, 2008! – Do you know a deserving athlete, coach, volunteer or family who should be recognized for all they do for Special Olympics Connecticut? Nominations for Hall of Fame Awards, Unsung Hero Awards, or Spirit of Life Awards can be made by completing and returning nomination forms to Kelli no later than December 12th by either mailing to the Special Olympics Connecticut State Office or by e-mail at kellib@soct.org. Class “A” Volunteer Re-screening
It has been 3 years since Special Olympics Connecticut, Inc. (SOCT) had developed
a plan to run a check which included a national criminal background check and a sex offenders’ background check on all Class “A” Volunteers. Therefore, we must begin
the process of re-screening all persons who were screened in 2005 and 2006. In an attempt to offset the onslaught of expirations that are to occur in 2009, we are asking that anyone who is expiring between now and June 2009 to please complete the Class “A” Volunteer application, including Social Security Number and date of birth and return it to Katie Femiak as soon as possible. If you are under the age of 18, you must provide 3 letters of reference along with the application. The reference letters cannot be filled out by a family member. If you are an existing Class “A” Volunteer whose address has not changed since you were last screened you do not need to have a Coach, Local Coordinator, or Staff Person sign the bottom of the Class “A” Form.
In addition, if you currently transport athletes or drive other vehicles for SOCT you
must provide your driver’s license number. The volunteer screening process requires that SOCT conduct a Motor Vehicle check. All information provided will be kept strictly confidential.
Thank you for understanding that the safety and well being of our athletes is number one to our organization and for assisting us as we work together to make the re-screening process as effortless as possible for both our Local Programs and SOCT.

Lifetime Coaches Certification
Special Olympics Connecticut is now offering coaches with long-standing experience, a chance to apply for Lifetime Certification. As many of you are aware, the Coaches
Education Program has been on the rise in the last two years in Connecticut. In 2007, we offered a record breaking 18 coaches’ training schools; 12 different sports were offered as well as a CPR/First Aid class. Over 200 coaches became certified and received their new credentials throughout the year. In 2008, we offered another 18 coaches training schools certifying over 100 more coaches.
In order for one to apply for Lifetime Coaches Certification, a coach must be involved for at least 10 years and meet a few other requirements; the coach must then fill out the Lifetime Certification application as well as include a write-up answering all questions and adding any other pertinent information in regards to qualifications.
The application and write up will be reviewed and voted on by a group of seven volunteer coaches and sports directors which make up the Lifetime Certification Coaches Committee. Please allow 60 days for review to hear back from Special Olympics Connecticut regarding the status of your application.

in. Remember a coach must be involved for at least 10 years and meet a few other
requirements in order to be considered for Lifetime Certification so please be sure to

Local Coordinators - We Need Your Help!
The Internal Revenue Service requires charities such as Special Olympics Connecticut, Inc. (SOCT) to provide participants in fundraising events a written statement that details how much of their entry fee is tax deductible. This requirement must be followed by SOCT at the state, regional and local levels. This requirement will apply to fundraisers such as golf tournaments and the Karting Challenge where the participants are receiving goods and services in return for their (donation) entry fee. This does not apply to events such as Penguin Plunges or Bowl-A-Thons where the participants are soliciting pledges in support of their efforts to raise funds for SOCT.
The IRS requires each donor/participant to receive a written statement that includes the following information: 1) The donor’s name, address, amount of the donation and the date the donation was
received
2) The value of goods and services received by the donor in return for the donation
(i.e. – the value of the greens fees, cart rental, meals, refreshments, tees, balls, etc.
at a golf tournament). It doesn’t matter if any of the above items were donated in-kind
to SOCT their value still needs to be determined and reported to the donor.
3) The tax deductible portion of the donation (The amount of the donation from #1)
above less the value of goods and services received by the donor in #2) above)
4) The non-profit organization’s Federal Employer Identification Number (FEIN)

Please confirm to Mike Mason in the Hamden Office that this reporting requirement has been met for your specific fundraising event by providing copies of the acknowledgement letters that you sent out to your donors.

National Games 2010
The USA National Games will take place in July of 2010 in Lincoln, Nebraska.
Special Olympics Connecticut has not yet received final confirmation on our quota; however,our hope is that Team CT will be represented in Athletics, Aquatics, Unified® Bocce, Bowling, Golf, Tennis, Powerlifting, Unified® Basketball or Unified® Volleyball. Watch for future additions of the E-newsletter for more information especially since some of these athletes and partners will be chosen from the 2008 Fall Sports Festival and the 2008 Holiday Sports Classic. Tryouts will be conducted for team sports in the early spring of 2009. Final selection for Team CT will take place after the 2009 Summer Games.
We will be looking for certified coaches in each one of these sports. For an experience
of a lifetime we highly encourage all certified coaches to apply for one of these slots.

2008 Holiday Sports Classic
Many thanks to everyone involved with the 2008 Holiday Sports Classic. There were
34 Unified® Basketball teams, 22 Unified® Volleyball teams, 24 Powerlifters, and over 1,300 bowlers. Altogether, there were 1,467 athletes and 474 partners who competed this weekend. Congratulations to all of you. The Holiday Sports Classic is second in size to the Summer Games and that is a tribute to all of our Coaches and Local Coordinators.

2009 Winter Games
The 2009 Winter Games will take place on February 28 & March 1. All sports venues will remain the same with Alpine skiing at Ski Sundown, Cross Country Skiing and Snowshoeing at Northeast Utilities in Simsbury, Figure Skating and Speed Skating at the International Skating Center in Simsbury, and Floor Hockey at Pratt & Whitney.
Winter Games Coaches Meeting
The Winter Games coaches meeting will take place on Sunday, December 7 at 10:00 a.m. at the North Haven Middle School. Alpine ski coaches, please bring your updated rosters and signed and completed rental forms with you to the meeting.
Alpine Coaches Training School
We will be offering two Alpine Ski Coaches training schools this season. The first will
take place on Sunday, December 14, 2008 and the second one will be held on Sunday, January 11, 2009. Both training schools will be a 1-day refresher course for alpine coaches. 2008 International Law Enforcement Torch Conference
The 2008 conference was held in Dallas, Texas. Connecticut had 28 representatives attending this year’s conference. The International Torch Run Conference provides an opportunity for Torch Run volunteers to network, share, and learn how to improve their local torch run programs, which contributes greatly to increasing the awareness of Special Olympics throughout the world. The conference is motivational, inspirational, and educational and everyone who has had the opportunity to attend has been re-energized and is ready to spread the message and carry the “Flame of Hope”.
As you know, Connecticut has the honor and privilege of hosting this great event in 2009! On Friday of the conference we hosted our Connecticut Hospitality Night which by all accounts was a huge success! It was our opportunity to showcase our Law Enforcement Torch Run Program and provide a preview of the coming year! On the final day of the conference the torch was passed from Texas to Connecticut in a very moving and symbolic ceremony.
The following law enforcement personnel participated in this ceremony: Sgt. Luis Rosa, Captain Joe Carlone, Detective Sgt. Paul Zarnetske, Sgt. Don Crabtree, Special Agent Ron Littell, Sgt. Tom Madera, Sgt. Kelly Priest, Officer Robert Standeford, and Athlete Scott Martin.


Tip-A-Commissioner Event
On Wednesday, November 19th at City Steam Brewery in Hartford the annual Tip-A- Commissioner event was held. Thanks to Colonel Thomas Davoren from the Connecticut State Police, Chief State’s Attorney Kevin Kane, Commissioner Peter O’Meara from the Department of Developmental Services, and Supervisory Inspector Greg Dillon the event was a great success! The agency that raised the most money during the event was the Office of the Chief State’s Attorney –many thanks to Chief State’s Attorney Kevin Kane and Supervisory Inspector Greg Dillon!

Southwest Region Law Enforcement Torch Run Appreciation Dinner
Law Enforcement from the Southwest Region recently gathered at Senor Pancho’s Mexican Restaurant in Monroe for an end-of-the-year dinner in their honor. The event was an expression of appreciation for the officers’ dedication to supporting Special Olympics Connecticut athletes.
Fairfield County Sports Car Club
Thanks to Keith Scala and members of the Fairfield County Sports Car Club, including Adam Radzimirski of the Bridgeport Police Department, for contributing over $10,000 to Special Olympics Connecticut this year. The club donated proceeds from its popular and exciting autocross events, www.fcscc.com .
Looking for athletes interested in Figure Skating
Special Olympics Shelton will be adding figure skating to their program this year for the 2009 state Winter Games and are currently looking for athletes to join their team.

Law Enforcement Torch Run Conference in Dallas, TX
Officer Kevin Sherman from Shelton Police Department, Sgt. Rob Didato from the Public Safety Department at Fairfield University, Lisa Vane and Debbie Horne from Special Olympics Connecticut, Southwest Region recently attended the Special Olympics International Law Enforcement Conference in Dallas, Texas. There, they had the opportunity to attend informational sessions and share ideas and experiences with their colleagues and other law enforcement officials from around the world who support Special Olympics. Special Olympics Connecticut will have the honor of hosting next year’s Law Enforcement Torch Run Conference at Foxwoods, November 11-14th, 2009.
Milford Tip-A-Cop
Milford Police Officers will host their Annual Tip-A-Cop fundraiser to benefit Special
Olympics Connecticut on Wednesday, December 3rd at Buffalo Wild Wings Grill & Bar from 5 - 9 p.m. Buffalo Wild Wings Grill & Bar is located in the Westfield Connecticut Post Mall, 1201 Boston Post Road (phone: 203.877.WILD/9453).This year, a highlight of the event will be a wing eating contest, bringing students who are on the football teams for Foran High School and Jonathan Law High School together for a spirited, spicy competition. First Penguin Plunge of the Season Set for East Haven
Special Olympics Connecticut will hold its East Haven Penguin Plunge on Saturday, December 6, 2008 at East Haven Town Beach, Cosey Beach Avenue. Check-in will begin at Noon and the plunge will take place at 2 p.m. Participants can register and set up their own personal webpage at http://www.soct.org/plunges/ or may request a registration packet by calling 203.380.9990 ext. 604 or e-mailing debbieh@soct.org.
Athletic teams, civic organizations, families, students, and teams representing local
businesses are invited to take the plunge – and dash into Long Island Sound in the company of friends for a good cause. In addition to the excitement and fun of the plunge, there will be great food and music to enjoy. Spectators are welcome.
East Haven Mayor April Capone Almon, Connecticut State Attorney General Richard Blumenthal,and members of the Army Guard are among those expected to plunge.
Hot beverages and soups will be provided by the Sandpiper Restaurant. Treats will also be provided by Entenmann’s, Adams Hometown Markets / IGA Hometown Supermarkets, The Coca-Cola Bottling Company of New England, and Crystal Rock Water Company.
Bronze sponsors of the event include Webster Bank and Fidelity Investments. WPLR, the radio sponsor for this event, will be on site providing music and announcements. USI Connecticut and Atlas Chiropractic are also offering their support.
Bridgeport Police Department Plans Cop-on-Top
The Bridgeport Police Department will celebrate the holidays by holding a Cop-on-Top
fundraiser in front of Vazzy’s Restaurant on Thursday, December 18th from 10 a.m. - 4 p.m. Vazzy’s is located at 513 Broadbridge Road, in Bridgeport. This is the second year in a row that members of the Bridgeport Police will be taking fundraising to new heights!

Bowling, Bowling and more Bowling!
Due to unprecedented athlete participation, the Eastern Region hosted FOUR bowling
qualifiers this season, including our largest qualifier at AMF Silver Lanes in East
Hartford on November 2nd. The event was sponsored by Insurity, www.insurity.com,
who also provided over 50 volunteers. On behalf of the athletes, coaches, families, and volunteers of the Eastern Region, we would like to thank Insurity for their continued
support of Special Olympics Connecticut.
Bowl-A-thon a Huge Success!
Since four bowling competitions in 3 weeks wasn’t enough bowling, we decided to hold the 9th Annual Bowl-A-thon with the Hartford Wolf*Pack on Sunday November 9th. At the event Hartford Wolf*Pack players bowled alongside teams of four and raised over $22,000 for Special Olympics Connecticut Eastern Region. Reigning champs, the “Cash Kings” of South Windsor, earned top fundraising honors bringing in over $1,800! Special Olympics teams from Team RHAM, Special Olympics South Windsor, Special Olympics West Hartford, Town of Wethersfield, Special Olympics Windsor, East
Hartford Parks & Rec., Mansfield/Tolland, and Special Olympics Mystic all participated in the event along with corporate, family, and community teams. Thank you to US
